I think the Federation's founders saw a rich vein of inspiration in everything awful about all pre-Atomic cultures. BTW, I don't think that fascism is necessarily French/Italian/German etc.--rather I would say that the impulse to tyranny is everywhere in humanity, and that those who fight tyranny externally always have to battle the impulse within themselves.
