He says, "The others wouldn't stop me, and you couldn't could you?" It implies that he expects the others to let him get rid of Vila. I don't know if he really beleives they *would* let or if he's just trying to scare Vila into doing what he's told but either way Vila seems to believe him.
I don't think the others would have let Tarrant dump Vila but Tarrant does seem quite supried at their reaction to his bulling Vila into going down.
