So what made Gan so bloody dangerous? I never did puzzle that one out.
As a really cruel punishment? I've finished a story I'm putting on my site soon in which Gan begs them to kill him after the death of his woman and the guard who killed her--he thinks later that's why they left him alive and unable to kill again--including probably himself (he's considering suicide and wonders if the limiter would prevent it).
It still seems odd though - you'd think they'd install it and then hope to have a useful tame member of society to exploit afterwards. But perhaps it's very easy to do and relatively cheap by that time.
