Classic cargo cult behaviour, surely. Meegat doesn't learn rocket science because the facilities no longer exist on Cephlon. She - or rather her society - falls back on the concept of a supernatural deliverer. This sort of behaviour is common in primitive societies. (And not so primitive ones as well !) Again, I don't see how Meegat's sex comes into it.
