Considering the daycare's phone number was listed in the blue pages (the government listings) along with the other occupants of the building, I think Blake would have been able to find out it out. Heck, to tie with in with another thread, even Vila or Gan could have worked it through on a bad day <g>.
And Blake certainly would have chosen a target that's destruction actually accomplished something. I'm not positive, but I believe McVeigh picked the Oklahoma City building due to it's lack of security and it's unique construction, making it much more likely he would live through the event.
