Skipping the knee-jerk, Avon drool response, I had an idea for a story with a character who was pretty much based on Avon (the universe he was operating in changed too much to be the B7 one) that this reminds me of. He was a master engineer who was one of the few people around capable of dealing fully and in depth with all the various computers, machines, etc. in his reality. There was a simple reason for this since he 1) had an implant or two in his brain that allowed him to fully interface with most of the computers and such and 2) he'd designed most of them or (being the Federation equivilant's Chief Engineer and [for lack of a better term] their guild master) overseen their creation.
(Naturally, this had its downside, since the Powers That Be saw him as a tool to be used and much of his nontechnical knowledge and memory was routinely purged before he escaped and found himself stuck with Blake avatars and all that [on a super ship that really was his - talk about manipulating the system on a large scale]).
Seems like a variation on this would explain a lot about Avon - including why he never admits having a Ph.D.
