Yes, we would. We would either have to totally surrender control of our lives to anyone willing to use force, in the hope that they then wouldn't murder us. Or we would have to resort to the most extreme uses of pre-emptive force imaginable. The fact that the terrorists are trying to present us with this choice is one of the reasons why they are not merely our enemies, but also evil.
