It is a well-known historical fact that fashion and common sense have rarely had much if anything to do with each other ... and the shoes are a necessary part of the 1970s-retro styles sweeping the Federation at this point in time.

Possibly encouraged by the Federation in an (ineffective) attempt to make it harder to express rebellious impulses?

But what about eg Servalan's footwear in 'Orac' - not suitable for going through muddy tunnels.
