Would Avon and Vila have felt that public spirited? After all, one day they might become in need of a "spare part" themselves and then it's nice to know where to acquire one without questions being asked :-)

The other thing to consider is that, if I recall correctly, Chenga *already* had a reputation as "the slaughterhouse", and when they were going around picking up refugees, they carefully didn't say what planet they were from.
It may have been that the planets round about also had a similar abivalent attitude towards Chenga.
