What would it have been fuelled by?
Petrol/diesel would probably be fairly limited for general use - so would the car have been given an appropriately modified engine (even if it has to use the starting whatever to get it going).

Sarkoff was a politcal prisoner, but one who appeared to be in a priveliged position. He was allowed to build up his collection of Twentieth Century artifacts, even receiving gifts from the guard Commander. I imagine the Federation would supply petrol or similar fuel for the car, to keep Sarkoff happy, and thus under their control. It may have been fuelled by alcohol, as is done in Brazil at the present time. This would be cheaper than exploiting oil reserves on remote planets, beyond the needs of the local administration. Being a collector of Twentieth-century relics, i doubt Sarkoff would allow major modifications, to the extent of replacing the engine with something else. Therefore, i think the fuel would be either petrol, diesel or alcohol.
