A six-carbon-based-entity crew is probably too small to actually need a second in command, but Cally would have been the logical choice. Not only does she have experience in a guerilla band (however ill-fated) but she's the only one who actually shares Blake's objectives.

That she didn't take on this role probably says more about TPTB's attitudes than Blake's, though.
